New members of the forum say that they are unable to include links while replying to someone. It shows an error at the bottom right. What is the reason and when can a new member be able to post links?

That's the regular way, an admin can change a user's reputation in the ACP as well.

You can also setup rewards in the ACP at /admin/extend/rewards to give the user reputation. Although that's less common.
