Widgets not showing to users who are not logged in?

Hi,
I have had this a while and just thought it was a theme issue but after some changes on a local copy i can see that the widgets show when a user is logged out. On my live version they do not show for logged out users.
I have tried ticking and unticking the "Hide from anon users" button but they still do not show.
I can see that the area is there for the widgets but they are just not being populated. Can anyone take a look for me please?
