If you are DO, restart it from the dashboard. That's the only way you can do that after shutting it down. Next time try shutdown -r now.

A friend did all these for me. I do not have the log in details. Just tried the link you gave.
Since it's your server, you should get the dashboard log in info from him. You need to have it.
Will try contacting him. No other way, right ? Even with root password ?
The root password is useful only if the server is running. If it isn't, there's nothing to connect to.
