Can I save an HTML file in the public folder and access it directly?

Or do I have to use th custom pages plugin? And if so, can I get rid of the navigation bar and all other elements (via CSS overwrites or similiar)? What I want is an "empty page" where I can start from scratch .... and using another webserver sounds a bit like an overkill.

Edit: Realised that the upload folder seems to be accesible!

Ok, seems like I can't use the html to embedd it as an iframe ... also not inside the forum?
