Custom Category with private topics

I'm interested in creating a plugin similar to the nodebb-plugin-support-forum plugin with a slightly different purpose. This plugin would be used for programatically creating private topics (from within our app, using the NodeBB API) that would only be visible to the owner. The owner could then choose to make them public by moving them to a public category. However, I notice that the ability to move topics is exclusive to admins/moderators and not an assignable privilege. Is there a way to assign this privilege (or a workaround like a custom topic tools menu) without having to change the source?

I was able to achieve the desired functionality by adding a custom "Share" button to the template for the private topics. This button triggers the move to predesignated categories based on the type of post.
