There's value in doing a de jure to de jure comparison and I endorse the several attempts to do such, but also from a practical standpoint I don't think it matters overmuch for where things are today. For where things are _tomorrow_? For where we can take things? It may matter, but not today.Today the only really meaningful analysis in this regard from a "debating which is better" standpoint is either de facto to de facto, or de jure to ideal.

@Edent @AlisonW the venue has a 3 hour max arrangement with sainsbury but needs reception staff to help you Mon - Fri - weekend security staff cannot do that - hence parkopedia is the route - one mile to the north there are unrestricted streets, but you are at the mercy of locals using all the parking space and then have a mile to travel or bus
