Is there a feature to report messages in the shoutbox or chat system? quite curious

Is anyone able to make me a plugin that allows mods to give users warnings?

Something like when a moderator clicks the 'warn' button on a user, it will allow you to enter a reason and when you click 'done' it will show a pop-up on the users screen displaying the warning.
