I would like to access to REST API on NodeBB 0.9.2 and when I make a call to for example NodebbURL/api/users when not authenticated I have in response "not-authorized" and I don't know why ?

Is there a configuration to allow access to REST API when not authenticated ?

I try to activate a plugins already installed through CLI : ./nodebb activate nodebb-plugin-emailer-local-bobo
but the plugins is not activated. Does the activate CLI mode work on 0.9.2 ? And do you experience similar problems ?

I have no access to install plugins base_url/admin/extend/plugins admin interface because the server need a proxy configuration to access internet : how to configure my server in order that nodebb had access to internet through the proxy ? I saw to add export http_proxy=http://"proxy_ip":"port_number" but does Nodedd need another configuration ?
