I expect the copyright troll problem is an issue on all clearnet instances of it... and the torrent implementation it has doesn't work on overlay networks which defeats most of its benefit (so one instead has to fallback to personal site with a list of files & magnet links...).
Part of the problem is that browsers do not permit raw TCP connections even for extensions, so it is impossible to implement overlay-network torrent support in the browser, which means that only dedicated users will even bother. Catch-22.
There was some work on implementing WebRTC & Webtorrent for I2P iirc, but again this requires both custom clients & dedicated users.
