The hash databases need to be independently licensed or acquired by any individual party that wants access. Sharing the hashes publicly would immediately invalidate the hash db.
https://connect.iftas.org/library/legal-regulatory/csam-primer/ has some pointers, there are free services that will hash and match for you once you're approved for access.
@iftas some context for the numbers:
200,000 is a very small number, but it does loosely compare to the SIO study (https://stacks.stanford.edu/file/druid:vb515nd6874/20230724-fediverse-csam-report.pdf) that showed 112 matches in 325,000 media files.
Very roughly, we are at 4 per 100,000, SIO showed 34 per 100,000
However, we are working with a very small number of servers, we anticipate the observation rate increasing as we add servers.
Some trivia: we are seeing 1400 media files/hour or ~33k/day, and roughly 1 in 3 posts has media attached.

I want a human-centred world wide web with a focus on safety and personalisation. It's on the protocol, platform and client devs to help us get there.
@snarfed.org platforms and client applications have a duty of care to the people they want using their products. This includes people who have a different lived experience than them.
We seem to continually be wrapped up in finding the "right" solution, when I believe the better path is finding the many solutions and presenting them in a clear, unbiased interface that helps people do whatever it is they want to do.
Open or allow-only federation - both options are good options.

@snarfed.org I understand there are /today/ bumps in the road that don't make this easy, but it feels like this is the end product, so let's accept and take on the fact that as we build platforms and protocols for people, those people will want to express themselves and participate in different ways, and that's a good thing.
None of these options are either/or, everything we're talking about is simply lacking decision support and some protocol or client enhancements.

Each platform can come at this howsoever it makes sense, but if the new account chooses (1), immediately opt the account in to any bridges the platform knowns about, or offer them each as an option to opt in to during onboarding.

@snarfed.org seems to me that as we inch further along the path to a robust decentralised ecosystem, platform developers need to accept that potential users of their systems have varying needs and desires.
Platforms could take on the role of educating new members at onboarding as part of their platform's core new account workflow.

This helps me when talking to potential funders - I can demonstrate there's a solid need and desire for the service.
@aphyr @thisismissem we are starting to onboard a few small servers, but my main concern right now is sustainability, the service costs us roughly $5,000 / month just to have the lights on.
Our funding situation is not great. We are applying for grants, but it's not something most folks want to support, I'm getting a lot of "not a fit for us at this time"...
I'm non-stop working on funding to be able to offer a service I know will be up and running for people.

I don't think it would be in a platform's interest to present a list (other than the one used by a flagship instance), but instead to point to culturally sensitive, context-aware resources for each community and server to review for applicability to their individual use case.
Open registration servers in the global north will have very different needs than a marginalised community seeking to build safe space.
@renchap @jerry @girlintech Unfortunately, many servers are doing this today, but in a vacuum with no broader conversation to address these issues. Stop words are often used in reclaimed language or recounted lived experience, such use would need to consider how to avoid unintended consequences.
Ideally, new accounts using stop words could be put on hold for approval, and posts containing words from e.g. https://weaponizedword.org/languages could be quietly (as in, no report) flagged for review
