Exactly half-agree.
Housing _is_ a "market", but literally every aspect of it (land release, building codes, loan interest etc) is shaped by the state, which is why different markets (USA with 30 year fixed loans, Austria with strong rent controls, Australia with determination to keep boomer investment profits going) look so very different.
So IMO it would be no less a "market" than it is now, if the state chose policy settings that made building affordable housing profitable.
