Is there a way I can assign the "Admin Approval" to another group other than the administrators System Group ?

I'd like to create a new Moderators group and assign the approval task to those members ?

Does anyone know of a plugin that will do this ?
If a new topic is created, it will automatically post to a Twitter account.
ie..

@{user/link to user profile} has just posted a new topic on {sitename}.
Read it here... {url/bit.ly link} #hashtag #gathsah
