Reportedly he cited open questions on technical viability, and if this would only move the problem elsewhere. More later. Yesterday parliament demanded the release of ministerial advice leading up to this decision. If this passes WhatsApp will have to scan all your photos for known child pornography and in 5 years with AI for generic detection. Detection leads to a report to Meta and thence Europol and local police.
