It's a lot deeper than it seems, it's not even just “poor people are more generous” — though they are — it's about a different kind of relationship and the conditions on which they're built. The mutual obligation of the poor folks 'owing one down the line' actually creates strong social bonds you can rely on, in a culture where that can literally save your life; the software developer settling up quickly is a way to make sure that boundaries stay in place, where people can and do often seek to cross them, and not just financially: family behavior and interaction with bosses has a different flavor there too.
