A key(& previously under-acknowledged) aspect of the assisted dying debate has become the quality of & access to palliative care for the terminally ill; is a desire to end it all a reflection of a failure on end-of-life care?

A key(& previously under-acknowledged) aspect of the assisted dying debate has become the quality of & access to palliative care for the terminally ill; is a desire to end it all a reflection of a failure on end-of-life care?
My feeling is it may well be for some, but not all.
Ideally, I'd like to see a clear voluntary & safe choice for those choosing to exit in a manner (and time) of their choosing;
But safeguards are key & so clearly is better palliative care.
