That's not good. :tony_neutral: Please file a bug report on https://vivaldi.com/bugreport/. I'm guessing only specific Android versions and/or device models may be affected and we'd like to investigate the issue.
Let me know the bug number (VAB-#####) you receive so I can follow up. -

@Vivaldi Any chance to permanently get rid of this? It shows the first time I create a new tab in a session and I have to swipe left to get where I want to. Creating a group didn't help.

There's currently no way to disable that view, but you should not end up on it when you open a new tab.
You do have at least one Speed Dial group in Vivaldi, right? Opening a new tab should display the Speed Dial folder. -
@Vivaldi Yes, I've got the default Speed Dial folder and I have to swipe left from this screen to see it.

2. In theory yes, but in practice the maintenance cost of extension support update after Chromium update makes it unfeasible.

Hmm... that should only happen when this view was the last one you saw. When you switch to a group and open a bookmarked web page from there, then next time you open a new tab, the Start Page should be opened with the last seen group.
You're on the latest version of Vivaldi on Android, right? If not, please update and check again.

@Vivaldi I'm on the latest version. It happens only once after opening the app, every time I open the app unless it's running in the background.

3. I meant for sites that do have a PWA, it seems Vivaldi mobile doesn't always detect them right away when other browsers do.
