Can not reset topic thumbnail after the topic is created?

Non-administrators also can't set a topic thumbnail, is this expected behavior?

@nhl.pl I add screenshots now, It sometimes works,but don't most of the time.

I have the same problem. But "new topic" is working after reloading the page.
Same thing with the correct theme display of forum topics.

Update. After clean cache all works fine, sorry

I'm having the same problem. I installed postfix on my server and when I try to do a password reset, it says "Password Reset Sent", but I never get an email.
