Oil would have to not exist for that to have happened. Understanding of chemistry back then was also a very poor starting point.
Ultimately it's the computer industry which advanced battery tech to the point where cars could reasonably use them comparatively with petrol.

Come to think of it, hypothetically if oil never existed, the likely outcome early on would have been a much stronger culture of public transport longer term. No love affair with a personal vehicle when it has completely crap range compared to the local tram running on overhead cables.
The existence of atoms had not even been proven in those days. Chemistry was trial and error.
