now this is the view on the flagship instance. so your first mistake was naming the feature a completely nonindicative oxymoron like 'quiet public' (!) instead of what it does, such as 'unlisted'. your second was putting in a completely nonindicative explanation and then putting the real explanation in a tooltip. if only you had several thousand dollars of monthly patreon money so you could pay people who know how to make user interfaces to tell you these things

I think part of the issue is that these four menu options affect different things.
"Followers only" and "Mentioned people only" changes *who* can see the post, while "Unlisted" just changes *where* a "Public" post is displayed.
"Quiet"/"Unlisted" shouldn't be its own option; it should be a variant of the "Public" option, indicated by some kind of checkbox or toggle switch somewhere.
