I have written a plugin to translate from Chinese characters to Pinyin so that in the url there will be only English letters which are search friendly.
An example can be found here:

Doesn't work on FF though But on chrome it looks pretty awesome so far
We have the following hook:
action:topic.edit, this passes in the
tid. Have a look at
src/postTools.js for more info on how that works
