Is it possible to restrict the uploading of files to particular groups?

As said in the title. We're trying to make it so only those with a verified role can upload files into a specific sub-category. The idea being that all downloads only exist in a particular category.
If not possible, is it possible to make it so only posts in a certain area can be uploaded?
