No Group settings when creating a new category.

The above post references groups settings when creating a new category but I'm not seeing any group type settings in the category create menu.
Can someone help me with this. I'd like to create categories for specific groups.

I believe this was moved to the centralized permissions page. Select your category from the drop-down and configure which groups can access it.
