First install devtoolset-2 to get gcc 4.8.x
Then enable the environment, and install libvip 8.8.3
Then install nodebb but with environment enabled also under nodebb user run.
ACP -> Extend -> Widgets:
Apply widget to "Categories" tab only, not "Global" or any of the others.

Forgot to update. Got it to work finally, I ended up using 15.01 x64. I was getting misc errors, but it worked that time around, because of using 15.01 vs 14.01 or something else IDK.
You can automate it by using this guide.
Or the one written by me.
Or use official NodeBB guide.
This is not a bug. You have used npm install command in the wrong folder. Use OpenShift Online in your browser to download NodeBB files to /app-root/runtime/repo and it will work as it should.
