category tags vs tags

I saw two places to manage tags, one is manage tags in ACP, the other one is add category tags (whitelist tags). I know category tags that could be used for post in the specific category. but don't see where could use tags created in manage > tags. picture attached below

can anybody advise? thanks.

@double76 I'm not exactly sure, but if I'm correct, those tags are the only ones allowed on new topics within a given category.

Thanks for the reply. from the screenshot, it looks like no way to assign it to a specific category, or in other places I might have missed?

Does nodebb has global tags concept? meaning a tag can be used across all categories? thanks.
