My basic problem is when somebody post a question in category mentioned in my website , A person should get notification .This is my AIM , but what i wanted to know to get this thing working with nodebb

I just know that with Onesignal, you can send push notifications, even when a website is not open in a tab.

You don't need a PWA to get push notification. There are providers like FCM, OneSignal etc.
What you will need is a NodeBB plugin. Kindly make a plugin request or ask quote for a custom plugin.
