Upload file using Redactor?

Does Redactor allow for file uploading? There's a button for it, but when I tried to upload a file the upload box disappears and the file does not appear.

I found it but the upload file dialogue box is confusing. It says the file name is optional, but if I don't enter a name then it appears in the post as blank.
