I finally got it working. Basically, I used @PitaJ link, and also had to do a bit more research on what file I had to point ssl_certificate to.

I stood up a digital ocean Ubuntu and went thru this twice. are they current ?

Can you share your mongod.conf
? It sounds like a config option there isn't quite right.
